New threshold values for publishing public procurement notices in the Official Journal of the European Union (OJEU)

As of the start of the new year (January 1, 2026), the threshold values for public procurement under the Public Procurement Act (ZJN-3) and the Public Procurement in the Utilities Sector Act (ZJNPOV) have been updated.

While the changes are relatively minor, they are important, as they determine when specific public procurement procedures must be applied.

The new threshold values are as follows:

🔹 ZJN-3 – General sector
    • reduced from €143,000 to €140,000 (goods and services procured by central government authorities)
    • reduced from €221,000 to €216,000 (goods and services procured by municipalities and other contracting authorities – amendment under ZJN-3B)
    • reduced from €5,538,000 to €5,404,000 (works)

🔹 ZJN-3 – Utilities sector and ZJNPOV
    • reduced from €443,000 to €432,000 (goods and services)
    • reduced from €5,538,000 to €5,404,000 (works)

Although the adjustments are modest, contracting authorities are encouraged to review their internal procedures, templates, and documentation to ensure compliance with the new thresholds.
